The invention relates to the technical field of water conservancy facilities, in particular to a hydraulic water retaining dam which comprises a mounting block and a water retaining plate arranged on one side of the mounting block and further comprises an inclined supporting rod located between the water retaining plate and the mounting block and used for connecting the water retaining plate and the mounting block. The first shaft is arranged at the bottom of the water baffle and connected with the inclined supporting rod. When the device is in a water retaining state, the device main body can be regarded as a water retaining plate with a bottom rotating shaft design, at the moment, the multi-stage hydraulic push rod is started to retract, the water retaining plate can be driven to rotate through the first shaft, and therefore the inclination degree of the dam body is adjusted, and the requirements of different water levels to a certain degree are met; when the device is in use, the multi-stage hydraulic push rod can be continuously started, the device body can be regarded as a water baffle with a middle rotating shaft design, the bottom of the water baffle can be deflected and withdrawn to leave the water bottom, and therefore the device has the advantages of two designs at the same time and is flexible.
