The invention discloses an anti-floating anchor rod structure and a construction method, the anti-floating anchor rod structure comprises an anchor rod main body and a waterproof bag body, the lower end of the anchor rod main body is used for being installed in a drill hole of a foundation, and the upper end of the anchor rod main body extends out of the drill hole and is used for being connected with a foundation raft; the anchor rod body comprises three anchor rod steel bars evenly distributed in the circumferential direction, a mounting hole is defined by the three anchor rod steel bars, and a grouting pipe is arranged in the mounting hole. A first connecting plate is arranged on the outer side wall of the part, located in the drill hole, of the anchor rod body. An opening is formed in the upper end, in the height direction, of the waterproof bag body, the upper end face of the waterproof bag body is connected to the first connecting plate, the lower end of the anchor rod body is arranged in the waterproof bag body, the inner bottom wall, in the height direction, of the waterproof bag body is connected with the lower end face of the anchor rod body through an elastic piece, and the outer surface of the waterproof bag body is used for abutting against and being attached to the inner wall of a drill hole. Underground water can be effectively prevented from permeating upwards through the anchor rod steel bars along the root gap of the anchor rod body, and therefore the phenomenon of water seepage of a foundation raft is effectively avoided.
