The invention relates to the technical field of road construction, in particular to a soil stabilizer, a layered pavement structure and a construction method of the layered pavement structure. The soil stabilizer provided by the invention realizes reutilization of solid wastes such as waste mine soil on a construction site, and has the characteristics of low carbon and environmental protection. In the soil curing agent, the solid waste, the polyacrylamide, the beta-sodium naphthalene sulfonate-formaldehyde condensate, the diethanolisopropanolamine, the calcium chloride and the sulfamate high-efficiency water reducing agent play a synergistic role, so that the soil curing agent has good curing capacity and waterproof capacity on various soils; the soil stabilizer can polymerize and solidify loose soil particles under a dry or wet condition, and the solidified soil has higher compaction density and compressive strength (unconfined compressive strength is higher than 2MP after solidification for 7 days), so that the soil stabilizer is an ideal low-carbon environment-friendly heavy-load road building material.
