The two-way jacking device comprises a supporting plate, the supporting plate is connected to the guiding columns in a sliding and rotating mode, a boss is arranged at the end, away from the bottom plate, of each guiding column, a supporting spring is arranged between the boss and the supporting plate, an elastic hoop plate is arranged at one end of the supporting plate, and a jacking rod assembly is arranged on one side of the elastic hoop plate. The ejector rod assembly is rotationally connected with the supporting plate. The bottom plate is jacked by the jacking rod assembly, on one hand, the bottom plate and the backing ring are pushed to the clamping block, on the other hand, the supporting plate slides on the guide column away from the clamping block, and therefore the effect of pressing and pulling the steel strand outwards at the same time is achieved.
