The invention relates to a recoverable shear wall capable of dissipating energy by means of damping devices arranged in an X shape and a construction method of the recoverable shear wall. The recoverable shear wall comprises a reinforced concrete shear wall body, and common vertically-distributed steel bars (23) and common horizontally-distributed steel bars are arranged in the reinforced concrete shear wall body; vertical high-strength rib materials are arranged on the left side and the right side of the reinforced concrete shear wall body, damping devices arranged in an X shape are arranged between a front row of reinforcing mesh and a rear row of reinforcing mesh which are composed of common vertically-distributed reinforcing steel bars and common horizontally-distributed reinforcing steel bars, and the damping devices extend towards the four corners of the reinforced concrete shear wall body to form stress tail ends. And the stress tail end is anchored on the reinforced concrete shear wall through a steel strand and an anchor plate.
