According to the device, manual chiseling operation is replaced, the operation efficiency is improved, and the overall safety of the chiseling operation is guaranteed; the angle of the crushing spray head can be adjusted through the spherical sleeve shaft; and high-pressure water is used for impacting and crushing, so that the aim of chiseling the basal plane in the presence of sludge accumulated water is fulfilled.
