The preparation method of the mortar comprises the following steps: preparing the materials, weighing the components according to the proportion, putting the components into a stirrer, uniformly stirring to obtain the part A and the part B respectively, and uniformly stirring the part A and the part B according to the proportion to obtain the high-viscosity polyurethane cement mortar. The obtained polyurethane cement mortar has the characteristics of high bonding strength, good toughness, easiness in operation, excellent curing performance, low cost and the like, and is matched with a carbon fiber grid reinforcing system for use, so that the interface shear force between the mortar and a carbon fiber grid is remarkably improved.
