The technical scheme of the invention is as follows: the fly ash-based composite material comprises a solid mixed component and a liquid mixed component in parts by mass: 90-120 parts of fly ash; 18 to 30 parts of desulfurized gypsum; 60 to 90 parts of mineral powder; 36 to 48 parts of steel slag; 1.44 to 10 parts of an alkali activator; 100 parts of water; 0.1 to 1.8 parts of triethanolamine; and 0.1 to 1.0 part of polyacrylamide. According to the invention, the use of a cement material is replaced by the compound use of industrial wastes in different proportions, so that the economical efficiency and environmental protection property of engineering are realized. The curing agent has higher fluidity and compactness, the integrity of the cured sludge is higher, the porosity is lower, the use of the activator can provide an alkaline environment, hydration reaction is facilitated, and the seawater corrosion resistance and corrosion resistance of the cured sludge are also improved.
