The invention discloses a movable ship sewage receiving device which comprises an electric pipe coiling machine arranged on a wharf pile platform, a water level detector, a sewage tank, a movable hose and a control device. The electric pipe coiling machine comprises a sewage hose coiling block and a submersible sewage pump power supply cable coiling block; a fixed hose is wound on the sewage hose reel, and the lower end of the fixed hose is connected with a sewage tank capable of moving up and down along with winding and unwinding of the fixed hose; a submersible sewage pump is arranged at the bottom of the sewage tank; the other end of the fixed hose is communicated with an external sewage receiving pipeline, a hose connector is further arranged on one side of the sewage tank, and the other end of the movable hose is connected with a sewage discharging shore-communicating flange of a berthing ship. The invention further discloses a corresponding receiving method. The self-priming pump does not need to be matched with the pump type and flow of the ship pump, has a wide range of application to the lift of the ship pump, is convenient to operate, saves manpower, and solves the problem that the self-priming pump is insufficient in suction height or insufficient in lift of the ship pump.
