The invention relates to a dispersing agent for boron-containing zinc oxide voltage-sensitive ceramic slurry and a preparation method of the dispersing agent. Raw materials of the dispersing agent comprise the following components in parts by mass: 10-20 parts of organic acid; 10 to 20 parts of organic ammonia; 1-5 parts of an initiator aqueous solution; 0-5 parts of a chain transfer agent; 20-30 parts of an alcoholic hydroxyl compound; and 30-55 parts of a medium liquid. The raw materials are formed by thermal polymerization in a reaction kettle. The method perfectly solves the problem that the viscosity of the slurry is increased due to flocculation of boron and an adhesive PVA in the zinc oxide voltage-sensitive ceramic slurry. The dispersing agent is high in dispersing efficiency, low in adding amount and remarkable in economic benefit.
