The embodiment of the invention provides a sleeper replacing device. The sleeper replacing device comprises an action driving mechanism set and a sleeper grabbing mechanism. The sleeper grabbing mechanism is used for grabbing old sleepers to be recycled on the steel rails or grabbing new sleepers to be laid; the action driving mechanism group drives the sleeper grabbing mechanism to rotate the old sleepers until the old sleepers are not crossed with the steel rails, and then the old sleepers are taken out from the two steel rails; and the sleeper grabbing mechanism is driven to cross the new sleeper between the two steel rails and then put the new sleeper into the ballast bed, and the new sleeper is rotated to be in a crossed state with the steel rails according to a preset angle. By means of the sleeper replacing device, the sleeper can be replaced under the condition that the steel rail is not cut off; according to the device, the sleepers are taken out or put in from the middles of the steel rails, the movement path is simple, the operation space is large, and the sleeper replacing efficiency is high.
