Upper guide pipes are symmetrically arranged in a U-shaped opening of the self-elevating platform in a diagonal crossing mode, a jacket foundation body is horizontally arranged in the U-shaped opening of the self-elevating platform relative to the lower portions of the upper guide pipes, and lower guide pipes are symmetrically and horizontally arranged on the outer side faces of the periphery of the jacket foundation body in a diagonal crossing mode.
