The invention discloses water-resistant magnesium phosphate repair mortar based on industrial waste residues and a preparation method of the water-resistant magnesium phosphate repair mortar. The water-resistant magnesium phosphate repair mortar comprises a mineral admixture, monopotassium phosphate, magnesium oxide, quartz sand, organic silica gel, a retarder and mixing water, the mineral admixture is formed by compounding steel slag, nickel slag and fly ash. During preparation, the monopotassium phosphate, the retarder and the mixing water are firstly mixed and stirred, then the mineral admixture, the magnesium oxide and the organic silica gel are sequentially added and rapidly stirred, and finally the quartz sand is added and stirred. When the repairing mortar is applied, the setting time is greater than or equal to 23 minutes, the fluidity is greater than or equal to 195mm, the 3h compressive strength is greater than or equal to 25.2 MPa, the 3d compressive strength is greater than or equal to 47.4 MPa, the 3h breaking strength is greater than or equal to 3.6 MPa, the 3d breaking strength is greater than or equal to 6.1 MPa, and the 1d tensile adhesive strength is greater than or equal to 0.8 MPa; and the water absorption ratio can reach 0.15 or below.
