The invention relates to a steel fork lug and PBL shear key combined outer cable tensioning system which comprises a first fixing plate, a second fixing plate and a steel fork lug, a first lug plate is fixed to one side of the first fixing plate, and the first lug plate is connected with a carbon fiber inhaul cable; the second fixing plate is arranged opposite to the first fixing plate, an anchoring seat is fixedly installed on the side, away from the first lug plate, of the second fixing plate, and a plurality of steel bar penetrating holes are formed in the anchoring seat; the tensioning screw penetrates through the first fixing plate and the second fixing plate and is located on the two sides of the first lug plate and the second lug plate, part of the tensioning screw is exposed out of the first fixing plate to form a first extending section, and the first extending section is in threaded connection with a locking nut; the locking nut is attached to the first fixing plate; and the center hole jack is arranged on the first extension section, and the tensioning screw rod is tensioned by driving the center hole jack.
