The invention provides a photovoltaic water collection dust removal and irrigation system and method.The photovoltaic water collection dust removal and irrigation system comprises a water collection cleaning dust removal system and an irrigation system, the water collection cleaning dust removal system is used for collecting and storing rainwater, and the stored rainwater is used for conducting cleaning dust removal on the surface of a photovoltaic module; the irrigation system is used for irrigating the stored rainwater; the water collecting, cleaning and dust removing system comprises a water collecting assembly and a telescopic cleaning assembly connected with the water collecting assembly. According to the invention, efficient cyclic utilization of water resources is realized, and recovery of ground vegetation is taken into consideration while the cleaning effect of the photovoltaic array is ensured.
