The invention provides composite Portland cement as well as a preparation method and application thereof, and relates to the technical field of Portland cement production. The composite Portland cement is prepared from the following raw materials in parts by weight: 63 to 75 parts of Portland cement clinker, 10 to 15 parts of periclase, 8 to 13 parts of fly ash, 4 to 8 parts of desulfurized gypsum, 3 to 8 parts of calcium nitrate, 3 to 8 parts of steel fiber, 3 to 5 parts of superfine zeolite powder, 2 to 5 parts of limestone and 1 to 5 parts of mineral powder. The preparation method comprises the following steps: respectively ball-milling the raw materials for later use; and mixing the ball-milled raw materials, and uniformly stirring. The Portland cement clinker, periclase, fly ash, desulfurized gypsum, calcium nitrate, steel fiber, ultrafine zeolite powder, limestone and mineral powder are taken as raw materials, the raw materials are simply mixed to obtain the composite Portland cement, and the Portland cement has the advantages of low hydration heat, high hydration rate, high breaking strength and good anti-erosion effect.
