The system comprises a management and control platform and a mobile road cone, the mobile road cone comprises a control module, an overturning detection module, a movement module, a communication module, a road cone main body and a case, the communication module is in communication connection with the management and control platform, the control module and the overturning detection module, the control module is in communication connection with the motion module, and the overturning detection module is in communication connection with the control module and the motion module; the management and control platform receives detection information of the overturning detection module and an overturning alarm signal through the communication module, and the control module receives the detection information of the overturning detection module so as to control the motion module. Compared with the prior art, the robot can achieve autonomous movement and overturning alarm adjustment, control movement to a designated position, give an alarm to the platform and control the movement module to conduct intelligent adjustment after overturning abnormity occurs in the movement process and after the robot is in place, and the efficiency and safety in the placement and action process are improved.
