The prefabricated reinforced concrete inserting plate, the reinforced concrete berthing pier and the empty box are arranged on the upper portion of the pile foundation. Wherein the empty box is arranged in the reinforced concrete berthing pier, and the personnel passing device comprises a crawling ladder arranged on the side surface of the reinforced concrete berthing pier and connecting bridges arranged at the two ends of the reinforced concrete berthing pier. The berthing and flow isolating device has the berthing and flow isolating functions, the problem that a traditional berthing pier pile foundation cannot block water and isolate flow is solved, fused arrangement of a ship lock berthing section and a flow isolating wall is achieved, meanwhile, the prefabricated berthing component is adopted to solve the construction problem of a berthing structure under the condition of no construction water level, and compared with a lattice type underground diaphragm wall scheme, construction is easier and more convenient, the manufacturing cost is lower, and the construction efficiency is improved. The method can be popularized and applied in inland river new ship lock projects.
