The method comprises the steps that the surfaces of the two sides of a water stop steel plate are subjected to anti-corrosion, anti-rust and roughening treatment; adhesive is smeared on the two sides of the water stop steel plate; winding a fiber grid on the water stop steel plate, and enabling the fiber grid to completely cover the two sides of the whole water stop steel plate and to be adhered to the water stop steel plate; spraying an adhesion agent on the outer side of the fiber grid; spraying composite mortar on the outer side of the fiber grid to obtain a water stop steel plate composite structure; screeding and maintaining are conducted, and then a water stop steel plate composite structure is embedded in the middle of a junction construction joint of the tunnel lining side wall and the bottom plate; water seepage of the gap between the single water stop steel plate and the lining concrete can be avoided, and water seepage of the tunnel construction gap can be effectively prevented.
