The invention discloses a floating transportation assisting system for a steel open caisson and a construction method. The steel open caisson is provided with a vertical through well hole, and the side wall of the steel open caisson is covered with a water baffle; the bottom sealing plate is arranged at the bottom of the steel open caisson through a detachable connecting mechanism, and the well hole is sealed through the bottom sealing plate to form a water isolation space with an upward opening. A connecting rod of the opening and closing mechanism is arranged on the outer side of the wall of the steel open caisson, and the upper end of the connecting rod is in threaded connection with a top opening counter-force seat; during transportation in water, the bottom sealing plate is fixedly connected to the bottom of the steel open caisson, so that the steel open caisson is kept in a floating state in water under the action of buoyancy; and when being transported to the sinking position, the bottom sealing plate is driven to leave the bottom of the steel open caisson, the bottom of the waterproof space communicates with water, and the steel open caisson sinks under the action of self weight.
