The invention relates to a water-saving system for collecting and treating rainwater and leaked water for hot rolling water treatment, which comprises an accumulated water collecting tank, a buffer water storage tank, an auxiliary water adding pipeline assembly and an electric control device, and the accumulated water collecting tank is arranged at the downstream of a rainwater drainage ditch outside a plant and used for collecting rainwater and leaked water; the accumulated water collecting pool is connected with the buffering water storage pool through a connecting pipe, the connecting pipe is provided with a lifting pump, the buffering water storage pool is connected with the auxiliary water adding assembly through a water supply main pipe, the water supply main pipe is provided with a water supply pump, and the auxiliary water adding assembly comprises a plurality of water supply branch pipes connected with the water supply main pipe. Each water supply branch pipe is provided with an electromagnetic valve, and the lifting pump, the water supply pump and the electromagnetic valves are all connected with an electrical control device. Rainwater or leaked water is effectively recycled, treated water is reused in production after treatment, and new water consumption is effectively reduced.
