The invention discloses a bridge pier reinforcing anti-seismic strengthening structure and a construction method. A reinforced bridge pier reinforcement cage in a reinforced bridge pier comprises internal longitudinal reinforcements and internal stirrups, and a plurality of reinforcing longitudinal reinforcements and a plurality of reinforcing outer ring reinforcements are arranged on the lower portion, close to a bearing platform, of the outer side of the reinforced bridge pier reinforcement cage; the lower end of each reinforcing longitudinal steel bar is anchored in the bearing platform, and the side face of each reinforcing longitudinal steel bar is tightly attached to a reinforced pier reinforcement cage. Each reinforcing outer ring reinforcing steel bar is connected with the nearest internal stirrup through a plurality of cooperative load-bearing reinforcing steel bars; reinforcing concrete is poured on the outer side of the inner core concrete. The construction method comprises the following steps: breaking concrete close to a bearing platform at the lower part of the outer side of a reinforced pier by adopting a water jet cutter, exposing a reinforcement cage of the reinforced pier, implanting reinforcing longitudinal reinforcements, arranging reinforcing outer ring reinforcements, arranging cooperative load-bearing reinforcements, and finally pouring reinforcing concrete. The anti-bending bearing capacity and ductility performance of the existing pier are improved, construction is more convenient and faster, reinforcement can be achieved only through a small number of steel bars and concrete, and cost is lower.
