The invention relates to the field of underwater excavation, in particular to a deepwater bedrock non-explosion excavation construction method which comprises the following steps: S1, positioning a construction position, S2, driving a drilling ship to the construction position, drilling plum blossom holes at the interval of 3.0 m * 3.0 m with the drilling depth of 1.0 m/layer, and drilling from upstream to downstream during drilling; s3, a grab bucket of the grab dredger is replaced with a rock drilling rod, after the rock drilling rod is lifted to a certain height through a loaded crane, the rock drilling rod is loosened, and rock is smashed downwards; s4, a rock drilling rod on the grab dredger is replaced with a grab bucket to excavate and grab broken stones, and the grab bucket filled with the broken stones is lifted to a mud conveying ship through a crane; s5, the excavation elevation is measured according to the excavation layer number and the excavation amount; s5a, if the designed elevation is not reached, the step S3 is carried out; and S5b, the designed elevation is achieved, and foundation pit construction is completed. The non-blasting excavation function is achieved, and the problems that a traditional deep water foundation blasting excavation method is large in construction difficulty, and safety and excavation quality are difficult to control are solved.
