The invention belongs to the technical field of road engineering construction, and particularly relates to a road engineering asphalt mixing and laying device which comprises a supporting plate, moving rollers are arranged below the supporting plate, a guide frame is rotationally connected to the lower portion of the supporting plate, a feeding plate is arranged below the supporting plate, and a storage barrel is arranged above the supporting plate. A feeding opening is formed in the bottom of the storage barrel and right faces the upper portion of the feeding plate; an adjusting mechanism is arranged below the supporting plate and used for adjusting the asphalt laying thickness. A rolling mechanism is further arranged below the supporting plate and used for evenly laying asphalt. By arranging the adjusting mechanism, the paving thickness of asphalt can be adjusted by rotating the guide frame, and asphalt waste is avoided while the pavement quality is guaranteed; and by arranging the supporting mechanism and the rolling mechanism, the asphalt feeding amount and the asphalt extrusion force can be adjusted while the asphalt laying thickness is adjusted.
