The invention discloses a dynamic water taking system and method for a reservoir. The system comprises a buoyancy tank layer arranged on the upstream of a dam body and used for providing buoyancy and a platform layer arranged on the buoyancy tank layer, and a trash holding layer capable of moving up and down and used for filtering water on the upper layer of the reservoir is arranged below the buoyancy tank layer; the trash holding layer is in an inverted pyramid shape and is defined by a plurality of trash racks, and a water purification cavity is formed in the trash holding layer. A water quality monitoring assembly is mounted on the trash holding layer; an agricultural water pipe and a drinking water pipe are buried at the bottom of the dam body; the inlet end of the agricultural water pipe is located on the upstream of the dam body and provided with a filtering assembly. The inlet end of the drinking water pipe is connected with the bottom of the trash holding layer through a pipeline, and the pipeline is communicated with the water purification cavity. By arranging the trash holding layer defined by the trash racks, a water purification cavity can be formed, suspended solids can be filtered, and the water taking quality is improved.
