According to the method, the calcining process of the rotary kiln is optimized, and the purpose of desulfurization is achieved under the condition that desulfurization equipment is not invested; and the tail gas SO2 emission reaches the standard (SO2 is less than 35mg/m < 3 >), so that the service life of the denitration catalyst is ensured.
