The pulley and the isolation pad can limit the shaking amplitude of the vertical rod all the time, so that the shaking amplitude of the vertical rod in the sleeving and welding process of the vertical rod and the steel bar positioning rib is effectively reduced, the mounting and positioning stability of the vertical rod is guaranteed, and the mounting accuracy of the vertical rod is guaranteed.
