The invention provides a novel beam supporting and column pulling supporting system and a construction method. The device is composed of a shoe beam (1), a lower section support (2), a middle section support (3), an upper section support (4), a cushion block (5), a jack (7), a short column (8) and a plurality of high-strength bolts. According to the novel beam supporting and column pulling supporting system, through interaction of all the components, the phenomenon that a large number of supporting frames are laid traditionally is avoided; according to the supporting system, the number of supporting frames is greatly reduced, supports do not need to be arranged on the two sides of a beam to be reinforced, only supports need to be installed on the periphery of a column to be pulled out, and the occupied space is extremely small; according to the novel supporting system for supporting the joist and pulling the column, when the column of the middle floor is pulled out, the support does not need to extend from the foundation to the floor where the column is pulled out, operation is extremely convenient, and the working efficiency is greatly improved.
