The invention relates to the field of oil and gas well engineering, and discloses cement paste, application and a well cementation method.The cement paste comprises cement, fine aggregate, an active reinforcing material, a water reducing agent, a shear reinforcing material, an early strength agent, a coagulation accelerator and water; relative to 100 parts by weight of the cement, the content of the fine aggregate is 10 to 80 parts by weight, the content of the active reinforcing material is 3 to 20 parts by weight, the content of the water reducing agent is 1 to 3 parts by weight, the content of the shear reinforcing material is 2 to 10 parts by weight, the content of the early strength agent is 0.5 to 3 parts by weight, the content of the coagulation accelerator is 0.0001 to 0.0004 part by weight and the content of the water is 22 to 50 parts by weight; wherein the shear reinforcing material is a fiber material. The cement paste is cured for 24-96 hours under the condition of 15-50 DEG C, the shear strength of the obtained set cement is 8-15 MPa, the compressive strength is 50-80 MPa, and a formed cement sheath has high shear resistance and high compressive strength and meets the construction requirements of a shallow surface layer non-metal casing pipe well cementation technology in an oil and gas well.
