The invention discloses a hole forming method for an anti-slide pile or retaining wall with a rotary horizontal cantilever and variable-angle sawteeth, which comprises the following steps: controlling a rotary orthogonal track drill and a transverse cutting track drill to downwards drill a rock-soil body to the designed depth of a vertical drill hole, and transversely drilling the vertical drill hole through the transverse cutting track drill to obtain a vertical wall body hole; the rotating motor drives the rotating orthogonal track drill to rotate by a certain angle, and the translation motor drives the rotating orthogonal track drill to laterally drill a rock-soil body so as to form a horizontal drill hole; the horizontal angle between the conical drill and the conical drill U-shaped steel frame is adjusted through the rotating assembly, and meanwhile a power assembly and a horizontal hydraulic cylinder of the conical drill assembly are started to form a conical hole; a horizontal drill hole is transversely drilled by rotating an orthogonal track drill, and a conical hole is transversely drilled by a conical drill, so that a horizontal cantilever hole and a component force block hole are respectively obtained.
