The construction method comprises the following steps that waste slurry entering a waste slurry cavity from a pipeline is subjected to extrusion filtration and primary solid-liquid separation through a filter pressing plate by utilizing filter pressing equipment, and the waste slurry is extruded into mud blocks in the waste slurry cavity; after passing through the three-stage screening filter screen in sequence, the slurry is guided into centrifugal equipment to be subjected to cyclone separation; and introducing the slurry into a flocculation basin, and carrying out chemical flocculation on the slurry.
