The device has the advantages that the discharging operation and the stirring operation are simultaneously controlled by adopting a single motor, the electric energy consumption in the operation process is reduced, the stirring blades can be turned in the one-way rotation process of the motor, and compared with the original mode that the motor turns to drive the stirring blades to turn, the torque on the motor can be greatly reduced, the motor is protected, and reciprocating turning stirring is performed; by means of the structure, asphalt in the box body can be stirred more thoroughly, the stirring time is shortened, meanwhile, the discharging range can be changed according to the width of a roadbed, redundant asphalt on the two sides does not need to be shoveled away manually or through tools, the labor intensity of workers is greatly relieved, and meanwhile asphalt waste is avoided.
