The device is placed on a main bridge through a crane, a driving wheel on a driving assembly makes contact with a steel handrail, a driven wheel makes contact with the steel handrail, a servo motor is started, the output end of the servo motor rotates to drive the output end of a speed reducer to rotate, and therefore the driving wheel is driven to move on the steel handrail, and the device is driven to move front and back; and through a damping spring in the first sliding frame, the device is not likely to incline after being installed, and when the steel handrail is not flat, the device does not vibrate.
