The invention relates to a pier reinforcing structure and a monitoring method thereof, in particular to the technical field of bridge engineering. The device comprises a bridge pier, a steel bar planting hole, an L-shaped steel bar, a pipeline, piezoelectric intelligent elements, a connecting line, a signal generator, a steel formwork, a PZT strain gauge and a signal acquisition system, the signal generator is used for applying an electric excitation signal to one or more piezoelectric intelligent elements, driving piezoelectric ceramics in the piezoelectric intelligent elements are driven to generate vibration, vibration waves are diffused outwards, and the piezoelectric intelligent elements are driven to generate vibration. The PZT strain gauges at the measuring points receive vibration signals and convert the vibration signals into electric signals, the electric signals are collected by the signal collecting system, and time domain analysis, frequency domain analysis and time-frequency domain analysis are carried out on the collected signals so as to monitor the bonding condition of the externally-wrapped reinforced concrete and the old pier and evaluate the reinforcing effect. The technical problems that the combination condition between new concrete and old concrete is actively monitored, and the pier reinforcing effect is effectively evaluated are solved.
