According to the land and water combined construction method, the mode that land transportation and water ship pumping are combined is adopted, the construction efficiency is remarkably improved, the construction effect is better than that of a traditional riprap technology, the protective filling face is smooth, secondary washing can be effectively prevented, the loss rate of solidified soil slurry in the construction process is low and is controlled to be about 20% and not larger than 25%, and the construction period is shortened.
