The invention relates to a hydraulic binder composition comprising: A) a mixture of A-1) 20 to 95 dry weight% of at least one steelmaking slag, A-2) 4 to 79 dry weight% of at least one slag different from A-1, and/or at least one pozzolanic material and/or at least one inert filler, A-3) 1 to 25 dry weight% of at least one co-binder, A-4) 1 to 25 dry weight% of at least one binder, and A-4) 1 to 25 dry weight% of at least one binder, a) a clinker source and/or a lime source, preferably different from A-1 and A-2, B) from 0.01% to 10% by dry weight, relative to the total dry weight of A, of at least one steelmaking slag accelerator, C) from 0.1% to 5% by dry weight, relative to the total dry weight of A, of at least one alkaline activator for reacting A-1, A-2 and/or A-3 with water, c is different from B and is selected from alkaline metal inorganic salts and mixtures thereof, D) from 0.1% to 2% by dry weight, relative to the total dry weight of A, of at least one fluidizing agent.
