The damping tire type buffering assemblies are arranged on the water surface in a fan shape, are fixed to the iron tower foundation in the radial direction through the roller guide rail assemblies and move in the axial direction of the iron tower foundation along with the change of the water level, so that the iron tower foundation anti-collision buffering device and a ship collision object are located on the same horizontal plane.
