The invention discloses an integral tubular anchor bolt pair adopting an inorganic anchoring material, which comprises a tubular anchor bolt rod body which is inserted into an anchor hole of a concrete member and is provided with a full-length hollow through inner hole, and an expansion self-locking end which is arranged at the bottom end of the anchor bolt rod body and is used for temporarily fixing the anchor bolt rod body at the bottom of the anchor hole, the anchor locking flat head is arranged at the top end of the anchor bolt rod body and used for fixing an anchored part, a gap formed by the anchor bolt rod body and a concrete hole wall is communicated with a through inner hole of the anchor bolt rod body, and inorganic anchoring materials are poured into the anchor bolt rod body through pressure. The inorganic anchoring material is diffused from the anchor bolt rod body to concrete hole wall gaps under the action of pressure until the gaps are completely filled; the formed anchor bolt is simple in structure, reliable in anchoring and good in fire resistance, the service life of the anchor bolt can be the same as that of a main body structure, normal displacement of the steel plate relative to a concrete surface can be directly limited, relative shear displacement of the anchor bolt and the steel plate in the surface can be eliminated, and the direct shear stress relation between an anchored part and the anchor bolt is formed.
