The method comprises the following steps that S1, a bottom formwork is designed, and a wedge-shaped groove used for forming a step is downwards formed in the top of the bottom formwork; s2, a reinforcing mesh is formed in the bottom formwork in a binding mode; s3, concrete is poured into the bottom formwork and vibrated densely till the upper surface is flat; s4, checking whether the leveled concrete reaches the designed thickness or not, and if not, repeating S3 until the designed thickness is reached; and S5, curing is conducted, after the strength of the concrete is achieved, demolding is conducted to form the concrete prefabricated stair flight plate, only a single-bottom-mold structure is used, the upper portion of the concrete is not blocked after pouring, and the bubble rate is lower after vibration compacting operation is conducted.
