Comprising a platform plate; a baffle groove is formed in the middle of the platform plate and internally provided with a baffle. A roller is arranged on the front portion of the baffle, a walking groove is formed in the position, corresponding to the baffle groove, of the baffle, and the roller is matched with the walking groove; a pressing section is arranged at the tail end of the walking groove and comprises a pressing face, and the pressing face corresponds to the roller. The rear end of the baffle is connected with the lifting device; the underground place entrance and exit flood prevention device further comprises a monitoring alarm system, and the lifting device and the monitoring alarm system are both connected into the control system. The baffles are placed in the baffle grooves in a daily state to serve as deceleration strips, and the baffles are erected when flood control is needed to play a role in water retaining and flood control. And vehicle passing is not affected, use is convenient, and working efficiency is improved.
