The invention discloses a permeable asphalt concrete pavement structure and a raw material composition thereof. The raw material composition of the permeable asphalt concrete pavement structure comprises a component A for forming fine-grained permeable asphalt concrete of an upper surface layer and a component B for forming coarse-grained permeable asphalt concrete of a lower surface layer, the component A is prepared from the following components in parts by mass: 4 to 7 parts of asphalt, 90 to 97 parts of aggregate, 1 to 15 parts of mineral powder and 0.1 to 0.4 part of fiber modifier; the nominal maximum particle size of the component A is not greater than 8mm; the component B is prepared from the following components in parts by mass: 3 to 6 parts of asphalt, 92 to 98 parts of aggregate, 1 to 6 parts of mineral powder and 0.1 to 0.4 part of fiber modifier; and the nominal maximum particle size of the component B is 10 to 16 mm. The obtained permeable asphalt concrete pavement structure has good low-temperature cracking resistance and good noise reduction performance, is safe and reliable, has long service life, and is suitable for being applied to cold regions or frozen regions.
