The invention discloses a river-crossing section double-layer cast-in-place bridge flood control support foundation and a construction method thereof.The support foundation comprises a construction platform arranged in a river channel, and the construction platform comprises a sheet pile assembly, a drainage assembly and a foundation; the drainage assembly comprises a plurality of drainage pipe fittings embedded in the foundation, each drainage pipe fitting is formed by splicing a plurality of single pieces, and each single piece comprises a water passing pipe on the innermost layer, a fixing pipe on the middle layer and a supporting pipe on the outermost layer. An original lower structure construction platform is fully utilized, the drainage assembly buried in the foundation is adopted to conduct flow guiding on watercourse drainage under the condition that the watercourse is not recovered, the ground serves as a support platform after being hardened to achieve upper structure construction, the construction cost is reduced, and the construction method is more suitable for middle and small span municipal cast-in-place bridge construction.
