The invention discloses a preparation method of a high-performance homogeneous composite thermal insulation material, the high-performance homogeneous composite thermal insulation material and application, and belongs to the technical field of building thermal insulation materials. The material is composed of an inorganic homogeneous porous matrix and ultra-light thermal insulation aggregate. Wherein the inorganic homogeneous porous matrix comprises superfine cement, superfine micro powder, a surfactant, cellulose ether, aerogel powder, a waterproof agent and water; the ultra-light thermal insulation aggregate comprises expanded polystyrene foam particles and/or graphite polystyrene foam particles; the preparation method comprises the following steps: 1, preparing ultralight slurry; 2, preparing aerogel ultralight slurry; 3, preparing composite thermal insulation material slurry; 4, forming a high-performance homogeneous composite thermal insulation material; and finishing. According to the invention, the homogeneous composite thermal insulation material is prepared by using the low-heat Portland cement as the cementing material and the mold box provided with the heat dissipation cavity, so that the technical problem of core burning during production of large-size block materials in the prior art is solved.
