The invention discloses a snow melting and deicing concrete pavement based on a conductive rubber composite material, which comprises a conductive rubber composite material layer and a graphite steel fiber concrete layer, and the conductive rubber composite material layer is laid in the middle of the graphite steel fiber concrete layer as an interlayer; the graphite steel fiber concrete layer comprises graphite, steel fiber and concrete, the concrete comprises the following components in parts by weight: 180-300 parts of water, 360-450 parts of cement, 30-60 parts of mineral powder, 1350-1650 parts of coarse aggregate, 750-1050 parts of fine aggregate and 0.8-2.6 parts of a water reducing agent, the graphite in the graphite steel fiber concrete layer accounts for 4-8% of the weight of the concrete, and the steel fiber accounts for 4-8% of the weight of the concrete. Steel fibers in the graphite steel fiber concrete layer account for 1%-3% of the weight of concrete; the conductive rubber composite material layer comprises a heat transfer layer, a conductive layer and a heat insulation layer. Through the arrangement of the conductive rubber composite material layer, the problems of high heat transmission loss, low snow melting and deicing efficiency, low durability and easiness in cracking are solved.
