The invention provides a construction method of a lake and reservoir coastal zone structure resistant to wind and wave erosion. The construction method comprises the steps that S100, a lake and reservoir side slope is reconstructed into a gentle slope through earth excavation and backfilling; s200, the surface of the gentle slope is covered with a layer of anti-scouring material, and an anti-scouring slope surface is formed; s300, a slope fixing low retaining wall is constructed at the bottom of the slope so as to improve the stability of the gentle slope; and S400, emergent aquatic plants capable of resisting storm waves are planted in the coastal water area, ecological enclosures are arranged on the peripheries of the emergent aquatic plants, and a plant wave dissipation belt is formed. The method can effectively improve the lake and reservoir water quality, especially turbidity, maintain the stability of the lake and reservoir aquatic habitat, reduce the construction difficulty and the construction cost, and prolong the service life of the lake and reservoir coastal zone structure.
