The invention provides a pre-consolidation construction system aiming at the grouting problem of a karst area of a bridge pile foundation. According to the system, the sleeve valve pipe, the rubber plug grouting valve and the double-liquid grouting pump are integrated, and accurate positioning and graded grouting of the karst cavity are achieved. Multiple sets of grouting holes are formed inside and outside the sleeve valve pipe, the sealing performance is ensured through the design of the rubber plug valve, grout conveying and pressure control are optimized through the three-way pipe and the pressurization module, and the grouting efficiency and quality are improved. The construction process covers accurate installation, intelligent grouting regulation and control and later effect evaluation, and the problems of incomplete grouting and unstable structure are effectively solved.
