The invention discloses a deep foundation pit local dynamic balance dewatering and drainage construction method which is mainly used for solving the problems that the water level of a local deep foundation pit descending plate area is high, and dewatering is needed in foundation pit operation. The dewatering and drainage construction method is arranged at the bottom of a foundation pit, a concrete sealing layer is arranged on the upper portion of the foundation pit to form an independent dewatering and drainage system, water on the lower portion of the sealing layer is drained out of the foundation pit through the dewatering and drainage construction method, dynamic balance of the water level on the lower portion of the foundation pit is achieved, and a waterless operation environment is provided for the upper portion of the sealing layer. The problem of dewatering in a local deep foundation pit descending plate area can be effectively and rapidly solved, a waterproof curtain does not need to be arranged, dynamic balance of the water level at the bottom of a foundation pit is achieved through effective combination of equipment such as a seepage and drainage blind pipe, a drainage pipe, a booster pump and a sealing layer, and compared with a traditional dewatering mode, the construction steps are reduced, the construction period is shortened, and the foundation construction quality is improved; and the benefits of reducing cost and increasing efficiency are achieved.
