According to the invention, soluble fluorine and soluble phosphorus in the ardealite generate calcium fluoride, calcium phosphate and other precipitates by using CaO, MgO and other active components contained in the calcium-containing alkaline slag, and meanwhile, metal ions in the ardealite are precipitated in an alkaline environment, so that harmful components in the ardealite and the alkaline slag are prevented from being migrated and diffused to the environment, and the purpose of treating waste with waste is achieved.
