The invention discloses an ultrahigh-performance cement-based composite material containing waste incineration fly ash and a preparation method thereof.The cement-based composite material comprises a first component and a second component, the first component comprises fly ash and cement, and the mass ratio of the fly ash to the cement is (0.001-3): (9.999-7); the second component comprises at least one of silica fume, quartz sand, water, a water reducing agent and steel fibers.
