The invention discloses an anti-icing device for a water surface around a reservoir building, and relates to the technical field of water conservancy projects. Comprising two groups of chain structures which are the same in structure and are arranged in parallel, and a plurality of groups of connecting rods are vertically arranged between the two groups of chain structures to connect the two groups of chain structures; the steel wire rope is arranged on the chain structure in the extending direction of the chain structure and located on the side, facing the reservoir building, of the chain structure, and the two ends of the steel wire rope are correspondingly and fixedly connected to the two ends of the chain structure; the turning guide wheel is arranged on the reservoir building and used for carrying a steel wire rope and enabling the steel wire rope to turn along with rotation of the chain structure; the lifting driving mechanism is arranged at the bottom of the chain structure and used for driving the chain structure to ascend and descend, and the part, ascending to the position above the water surface, of the chain structure rotates towards the side opposite to the reservoir building till the part floats on the water surface; the microbubble releasing mechanisms are of the same structure and correspond to the connecting rods in a one-to-one mode.
